Fiefs are battling gangs in Helleron . Fiefs are greatly numbered but none are in all control and they are all almost equal. They control all of Helleron but none of them controls all of it. It is almost like a democracy of gangs. It makes for a lot of foul play with politics because the Fiefs will let them have more power. If you are a high ranking officer in a Fief you are going to be very rich.
